The above api is not returning anything. Tried it on my server too and its returning an empty array of items.

Welcome - the URL you’ve listed (starting https://find-and-update.company-information.service.gov.uk/) is not part of the API. That is the website.

The API urls start with e.g. https://api.company-information.service.gov.uk

The Officers Search endpoint is:
