How frequently are new charges added?

The most recent charge I can find is 2019-01-31 00:07:00, I can infact find many charges with this date and time but none after.

Do charges update on the API in bulk? Or should they be updating in real time and I just need to fix my system.

All data is updated in real time.
What you can see on https://beta.companieshouse.gov.uk/, you can see on API.
Try /company/11604584/charges for example. Charges updated in the last few days.
